HB 454, 51st R.S.
Relating to providing that any person, firm, or corporation who shall purchase, buy, receive or accept for the purpose of purchasing or buying any goods, wares, merchandise or personal property of whatsoever kind or character, upon a contract or agreement, expressed or implied, that the value, purchase price, or amount to be paid for such property is to be found, fixed or ascertained, by a test, examination or classification made or to be made of such property by the purchaser or receiver thereof, and shall fail, or refuse to pay to the seller of the property the price or value so found or fixed thereon, shall be guilty of theft by conversion and punished as provided for such offense or theft.
