Relating to enacting the "State Tort Claims Act"; providing for definition of terms; providing that subject to the provisions of the Act, the State of Texas is liable for torts committed by the negligent or wrongful acts or omissions of any officer or employee of the State acting within the scope of his office or employment; providing that all laws in conflict with this act are suspended to the extent of the conflict.
