Relating to creating a State Board of Health and dividing the State into health districts for the purpose of selecting members thereof; providing for the election, qualifications and terms of office of members of the State Board of Health; providing an oath and bond and providing for elections for the purpose of filling vacancies on said Board and for filling said vacancies by appointment until filled by election.
