Relating to the insuring of risks of sound construction, protected as required for the hazards of occupancy, construction and exposure, and subject to an inspection service acceptable to the Board of Insurance Commissioners; providing for the filing of rates, rating plans, policy forms and endorsements by insurers who insure such risks.
