Relating to amending certain acts to provide for the licensing and regulation of auto wreckers, junk dealers, and rebuilders of motor vehicles for resale; defining the term "person"; providing who shall obtain a license; providing for annual renewal of such license; placing the administration of the law in the State Highway Department and providing tis rights and duties in respect thereto; providing a penalty for failing to comply with the provisions of this Act and defining such penalty.
