Relating to determining the facts and public policy concerning the making of loans of Five Hundred Dollars or less; to define and regulate the business of making loans in the amount of Five Hundred Dollars or less; to permit the licensing of persons engaged in such business; to prescribe interest and to define, authorize, and limit charges which licensees may contract for and receive in addition to interest and to define the manner and terms by which such charges may be contracted for, computed, and taken by licensees.
