Relating to requiring the filing of any and all State of Texas and its Department's contracts and agreements with, by and between the United States and its various Departments, in the office of the Secretary of State, providing for the exemption, for security purposes, of certain types of classification, and requiring the Comptroller of Public Accounts to ascertain such filing prior to making disbursements and requiring the approval of the Governor to any and all such contracts.
