Relating to defining the nature and extent of the territory which may be annexed by cities, towns and villages operating under special charter or under the General Laws of Texas, in exercise of the powers set forth therein; setting a limit upon the time within which the validity of an annexation proceeding by any such city, town or village may be attached.
