Relating to repealing certain Acts; amending Statutes by donating and granting all unexpended balances of funds and aid heretofore appropriated or granted thereby to soil conservation districts; providing methods for creation, dissolution and operation of such districts and the election of delegates to district and state conventions; recognized and declaring the existence of a public calamity from drought, wind and water erosion of soil.
