Relating to amending the Texas Motor Vehicle Safety-Responsibility Act to provide for reinstatement of a suspended driver's license, motor vehicle registration or privilege of operating a motor vehicle where the driver of a motor vehicle involved in an accident, by reason of which such suspension occurred, was not at fault in causing such accident.
