Relating to making it discretionary with the Trial Judge whether to sentence males between the ages of fifteen (15) and seventeen (17) who have been convicted of a felony to Gatesville State School for Boys until they are twenty-one (21) and then transferred to the State Penitentiary or whether to sentence them directly to the State Penitentiary, and further making it discretionary with the Trial Judge whether to sentence females between the ages of sixteen (16) and eighteen (18) who have been convicted of a felony to Gatesville State School for Girls until they are twenty-one (21) and then transferred to the State Penitentiary or whether to sentence them directly to the State Penitentiary.
