Relating to recognizing liability on the part of the state of Texas or any of its political subdivisions for the negligent or wrongful acts of its officers and employees in the same manner as private persons, firms or corporations; authorizing suit against the state and providing for jurisdiction and venue in such suits; limiting the liability of the State of Texas or any of its political subdivisions to the same extent as the liability of persons, firms or corporations; and prohibiting agreements waiving defensive rights; providing for settlement of claims of less than five hundred ($500.00) dollars.
