Relating to authorizing school districts having all of the major portion of their territory situated within counties of 650,000 inhabitants or more, according to the last preceding Federal census, to levy, assess and collect a combined bond and maintenance tax not to exceed Two Dollars on the One Hundred Dollars valuation of taxable property therein.
