Relating to prohibiting banks doing business in this State from charging or deducting any sum for the payment of, or the collection from itself of, or the remittance for, checks, or drafts drawn upon them by their depositors, except direct charges to their depositors and charges for collection services, defining offenses and prescribing penalties necessary and incident thereto.
