Relating to amending the Safety Responsibility Law of the Texas Motor Vehicle Safety Responsibility Act; providing that no security shall be required and no license of any operator of a motor vehicle shall be suspended and no registration of an owner of a motor vehicle shall be suspended until a determination of the responsibility of the person so charged, shall have been finally determined by a court of competent jurisdiction; requiring proof of financial responsibility for the future; repealing all laws in conflict therewith.
