Relating to amending certain Statutes by providing that no one shall pollute any public body of surface water of this State; defining the terms "pollute" and "public body of surface water"; requiring the State Department of Health to enforce the provisions hereof and the Game and Fish Commission to enforce same to protect aquatic animals; authorizing anyone to maintain an independent suit to enforce the provisions hereof and allowing the recovery of reasonable attorneys' fees; protecting all remedies available at law or equity; prescribing the jurisdiction for the maintenance of actions to enforce the provisions hereof; requiring the issuance of writs of injunction to restrain violators from a continuation of acts of pollution and authorizing penalties for contempt; declaring that this act shall be cumulative of all other laws; providing a severability clause.
