Relating to levying an annual tax of fifty cents upon telephone poles erected and maintained by any individual, company, corporation or association owning, operating or managing or controlling any telephone line, or lines, or any telephones within this State, and charging for the use of same; providing for the collection of such tax; providing a penalty for failure to pay such tax.
