Relating to amending the Veterans Land Fund Act so as to require payment to the Board of one-half the moneys received from a lease or contract of sale of minerals, chemicals, hard metals, and timber on land purchased under the Act to repay the indebtedness due on the land; making any such contract or lease of no effect until such payment; making the Act cumulative.
