Relating to validating Willacy County Navigation District; validating all bonds heretofore issued by said District and proceedings relating thereto; validating governmental proceedings relating to said District performed by Willacy County Commissioners' Court, and the District's Board of Navigation and Canal Commissioners and other officers.
