Relating to authorizing West Texas State College and the Texas Agricultural and Mechanical College to own and operate an airport, and to accept Federal aid and money for said purposes, and enter into sponsor's assurance agreements with the Federal Government, and operate airport separately or in co-operation with a city, county, State or Federal Government, without expense to or liability against the State.
