Relating to fixing the tax rates for maintenance and bond purposes of all school districts wherein a public free school building may have been destroyed by fire, flood, storm or Act of God, or may have been damaged by the same to such an extent that it is no longer usable as a public free school building; repealing all laws in conflict herewith.
