Relating to amending a certain Article in the Penal Code by making it unlawful to give out any poll tax receipt or certificate of exemption in blank, to issue any poll tax receipt or certificate of exemption in blank, or to deliver any poll tax receipt or certificate of exemption to any fictitious person; fixing a penalty therefor.
