Relating to authorizing Water Improvement Districts to borrow money and create debts and obligations to fully carry out the purposes of their organization and to levy and collect taxes and to fix, levy and collect charges for the use of water and power and other services and to pledge same for the payment of debts and to provide for the government and operation of such districts.
