Relating to authorizing the Board of Directors of any Water Improvement District or Water Control and Improvement District within the State to remit, in whole or in part, the penalties and interest on all ad valorem taxes levied by such Districts that are not delinquent and/or past due and unpaid, and which are paid on or before December 31, 1933.
