Relating to promoting the public welfare and protecting the public health by enacting provisions of law designed to prevent the dumping of any trash, refuse, debris or dead animals or to permit the same to remain within or nearer than 300 yards of any public highway of the State of Texas; prescribing penalties for violations of this act.
