Relating to creating and establishing the Harris County Houston Ship Channel Navigation District of Harris County, Texas, for the purpose of the development of deep water navigation, the improvement of rivers, bays, creeks, streams, or canals within or adjacent to such District, with the power and authority to acquire facilities or aids incident to or necessary to the operation or development or ports or waterways within the District and extending to the Gulf of Mexico.
