Relating to authorizing certain cities to hold an election to authorize the use of unexpended bond funds of certain water districts heretofore or hereafter annexed and abolished by such cities for purposes other than that for which they were voted, where the governing body of such city determines upon certain considerations that all or a portion of such funds should not be spent for the purposes for which the bonds were voted.
