Relating to amending certain acts providing the rights, duties and obligations of any city, its Board of Trustees, and any privately owned and operated corporations operating a public transit system pursuant to lease or other contractual arrangement with any city or its Board of Trustees, and the employees thereof whenever any city acquires a street transportation system for the carrying of passengers for hire in such city, its suburbs and adjacent areas.
