Relating to amending the Code of Criminal Procedure so as to provide that when an accused in any felony is arraigned or it is made known to the court at any time that he is not able to hire an attorney that the court shall appoint one (1) or more practicing attorneys to represent him and the attorney shall have ten (10) days notice unless waived in writing by the accused and attorney.
