Relating to making it unlawful for any public official or public employee, or any agent or persons acting in behalf of such public official, to remove, seize, or impound or cause to be removed, seized, or impounded any motor vehicle without due process of law or without the permission of the lawful owner of the vehicle, with certain exceptions; providing a penalty.
