Relating to requiring the preparation and publication of an annual financial statement for each school district, junior college district, soil conservation district, road district, or any district organized under Section 52 of Article III or Section 59 of Article XVI of the Constitution of Texas; prescribing certain duties for the State Commissioner of Education in certain circumstances.
