Relating to amending the Penal Code relative to surrender of certificates of title on junked, dismantled, or changed motor vehicles and to procurement of certificates of title on rebuilt or assembled motor vehicles, by making further provisions relative to surrender of certificates of title and by providing a new penalty for violation of the section.
