Proposing an amendment to the Constitution of the State of Texas by adding a new Sub-section to Section 59 of Article 16 to be known as Sub-section 59 (d), authorizing the Legislature to make appropriations form the general fund for the purpose of securing bonds hereafter issued by municipal corporations or political sub-divisions of the State to the extent of one-third of such bonded indebtedness for the purpose of aiding the conservation and application to beneficial used of the water resources of the State under certain conditions and to make appropriations therefor for more than two years.
