Relating to proposing an amendment to the Constitution of Texas to provide for the repeal of the poll tax as a prerequisite for voting and to remove any economic qualification as a prerequisite for voting except in elections held by a city, town, county or other political subdivision of the State for the purpose of issuing bonds or otherwise lending credit or assuming any debt; authorizing the Legislature to provide for the registration of all qualified voters as a prerequisite for voting; deleting any special reference to voting residence of members of the armed services; referring to persons mentally not qualified to vote as "mentally incompetent", instead of "idiots and lunatics".
