Relating to certain incorporated cities and towns located on the coast of the Gulf of Mexico, or any channel, canal, bay, or inlet connected therewith; authorizing such city to build, construct, purchase, acquire, improve, enlarge, extend, repair, maintain, or replace any and all improvements and facilities which the governing body thereof deems to be necessary or convenient to the proper operation of the ports or harbors of such city, and providing certain things that said improvements and facilities shall include; authorizing the issuance of tax bonds and revenue bonds for the purpose of providing funds for any of such improvements and facilities and the revenues or income thereof.
