Relating to amending certain Statutes defining and regulating the business of lending money at rates of interest exceeding ten percent per annum; to prohibit any person engaged in the business of making loans with cash advances of Eight Hundred Dollars ($800) or less from charging rates of interest exceeding ten per cent (10%) per annum unless such person is licensed; providing penalties; providing certain exemptions.
