Relating to the creation of a State Disaster Council charged with the duty of carrying out the State's responsibility to its citizens in the event of a public calamity by making certain determinations and taking certain prescribed actions; relating to the powers and duties of and acts to be performed by the Governor in cases of public calamity; providing for the financing of actions taken to effectuate the purposes of the Act by the creation of a special fund and allocation of certain revenues thereto, by making certain appropriations and by authorizing investment of funds and reciprocal loan compacts with other states.
