Relating to creating a conservation and reclamation district to be known as the "Wood and Upshur Counties Water District" for the purpose of providing or acquiring a source or sources of water supply for municipal, domestic, industrial, and mining uses and processing and transporting the same and for the purpose of providing or acquiring storm sewers.
