Relating to amending a certain Act that the School Land Board to lease the surface estate in State-owned islands and submerged lands for the propagation, protection and conservation of birds and bird life to any organization organized for that purpose; authorizing the littoral owner to lease State-owned lands for his own use, with certain conditions.
