Relating to require any person, association of persons, corporate or other customarily engage in the business of obtaining motor vehicles for purposes of scrap, resale of parts therefrom or salvage, to surrender to the State Highway Department all unexpired vehicle license plates and Certificates of Title for such motor vehicles; providing a penalty.
