Relating to amending a certain Statute authorizing the Legislature to submit a question to the qualified voters of the State at any general or special election held pursuant to existing authority in order to obtain an expression of public opinion in connection with pending or future legislation; providing for the submission of such question at the special election to be held on April 4, 1961.
