Relating to amending the Texas Insurance Code relative to prohibiting the making of rating plans or rating classifications which are based in whole or in part on violations of traffic laws; amending the Texas Motor Vehicle Safety Responsibility Act relative to prohibiting the making of premium rates or minimum premiums which are based in whole or in part on certain traffic violations, traffic accidents, or insured losses.
