Relating to amending the Election Code of the State of Texas by adding a new Section stating that applications for poll tax receipts and exemption certificates which are mailed before the first day of February shall be deemed to have been received before that date if they are delivered to the tax collector on or before the 5th day of February; and declaring an imperative public necessity for suspension of the Constitutional Rule on the reading of bills.
