Proposing an amendment to the Constitution of Texas providing that the Legislature shall have the power to provide assistance to needy persons over the age of sixty-five years who are citizens of the United States and to need persons over the age of sixty-five years who are not citizens of the United States but who have resided within the boundaries of the United States for at least twenty-five years immediately preceding application for such assistance; providing that no such assistance shall be paid to any inmate of any State-supported institution; providing that the Legislature shall prescribe the State residence requirements for eligibility, etc.
