Relating to require all insurance companies authorized to issue motor vehicle liability policies in the State of Texas and who are subscribers to and who participate in an assigned risk plan or administrative agency established under authority of the Texas Motor Vehicle Safety Responsibility Act to issue all forms of automobile liability policies prescribed by the State Board of Insurance upon proper application and upon assignment under the rules of such plan or administrative agency.
