Relating to amending Statutes to authorize Trinity River Authority to levy taxes not exceeding 15 cents on the $100 valuation of taxable property for the payment of bonds and for other purposes; clarifying the purposes for which bonds may be issued by such Authority and the revenues that can be pledged to the payment thereof; permitting the exchange of bonds issued by the Authority for property of any kind, real, personal or mixed or any interest therein; making a finding in respect to publication.
