Relating to authorizing and regulating the use and performing of chemical tests under certain conditions on motor vehicle drivers to determine intoxication; providing for suspension or denial of the driver's license upon refusal of an arrested person to submit to certain chemical testing; providing for an administrative hearing and judicial review; providing for admissibility of test results as evidence.
