Relating to constituting a local law for the maintenance of public roads and highways in Webb County by authorizing the county to issue certificates of indebtedness for the purpose of acquiring rights-of-way for designated state highways, including farm-to-market highways, or for federal highways, or for acquiring rights-of-way for county roads, or for the construction, maintenance, or improvement of the county roads in Webb County, Texas.
