Relating to granting Harris County Fresh Water Supply District No. 61 the power and authority to construct and maintain all works and improvements necessary or convenient for the prevention of floods, drainage of lands, construction of levees and alteration of land elevation, and the power and authority to issue orders, adopt rules and regulations, and perform any other act necessary or convenient to carry out purposes of this Act.
