Relating to authorizing incorporated cities of not more than 500,000 population according to the last preceding federal census to expend money, not exceeding one per cent of the city's general fund budget, for advertising the city and promoting its growth and development and providing for the creation and operation of a Citizens' Advisory Committee or City Board of Development.
